Kelly, an associate in our Austin office, received her Juris
Doctor from the University of Texas School of Law. She
graduated cum laude with a Bachelor of Business
Administration in Finance also from The University of Texas at
Austin.
Kelly focuses her practice primarily on disability rights
issues, and regularly attends ARD meetings, Section 504 meetings,
and represents school districts in mediations and due process
hearings regarding special needs students. Additionally, Kelly
participates regularly in dispute resolution for Office for Civil
Rights complaints. Kelly conducts trainings and presentations on
special education and Section 504 issues and is a frequent author
of school law articles. When Kelly isn't involved in
special education issues, she focuses her attention on construction
law, school elections, open records act disputes, and student
discipline issues.
While in law school, Kelly interned as a law clerk for the
Texas Association of School Boards. She also
interned for the Texas Supreme Court with Justice Nathan Hecht
before joining our firm, first as a law clerk and now as an
associate. Kelly was a member of "Street Law", an organization
for which she created lesson plans and taught high school students
about legal rights and issues. She also served as Managing
Editor and Recruitment Coordinator for the Texas Journal of Women
and the Law.
Kelly is a member of the School Law section of the Texas Bar, as
well as the National School Board Association's Council of School
Attorneys, the Texas Council of School Attorneys, and the Austin
Bar Association.
